Poor condition, note with book reads: the Invercargill Borough Bouncil took over the running of the New River Harbour from the Otago Provincial Council on 17/11/1874 Council ran the Harbour Board until 1962 Mr Malcolm of Mandeville was harbour master when the council terminated the board.
